The problem with installing the tank first is you have limited access to get
at the hose clamps to tighten the hoses onto the tank.  So I solve the
problem by cutting away the inner fender panel where you want to put
wrenches or sockets thru.  Now you can install the tank easily first without
the filler tube fighting you. Now put the hoses and filler tube on and
easily see what you are doing and be able to get tools thru the opening.
Once the tire is replaced you don't see the cutout and there is no need to
replace the piece cut out as it is open behind it anyway.  Problem solved!
