Another option - Since barrels are portable - is to take the barrels to a  
competent automotive machine shop. The inside measuring tool is called a 
"dial  bore gauge". They are expensive, and you would not want to buy a kit, 
but the  design is used just to measure the inside of bores, as on a cylinder 
block - or  your barrels. It shouldn't take more than a few minutes, and you 
can tell them -  rightly -  that you are considering whether to have them 
bored out to an  oversize.
