Well, he did originally use the term 'honed' and not bored, for the condition of the barrel.  A hone prepares the surface of the barrel but is not suited for truing the bore.  There could be any number of anomalies regarding the trueness of the barrel including normal wear, taper, heat distortion and perhaps even somewhat bent!  

His means of measuring is clearly not the issue here.  How well he measures has nothing to do with the fact that the parts simply do not fit!
