I think I'd try to grind the flat heads off first. I'd use a Dremel type tool with a small grinding wheel.

What does one cut the pins off with?  They are flush with the backing  
plate.  Do you drill them out?

A good  trick for getting frozen drums off is to go to the rear of the 
backingplate  and cut the heads off of the brake shoe retaining pins. Then get a 
pry bar  into the bottom between the backing plate and drum and pry the 
drum off  upward. 
No hammer needed.
