Well- on the pan bolt, I guess the oil could work down the threads of 
the insert and out under the head of the bolt.
The gasket keeps oil from going between the pan and the block, but the 
bolt head isn't necessarily oil tight.
And a Helicoil would provide - well, essentially another set of threads 
for oil to follow down to the bolt head.

Think of the oil drain plug - most of them have a seal ring or gasket, 
right?

For the spark plug, I'd think it would be ok as long as its gasket/seal 
ring extends well beyond the insert.
Since a Helicoil doesn't extend that far, I'd expect it to be ok.
