You might need to take it to a speedo shop. I've had old speedos in other cars do this, usually a bit of rust on the hairspring causes a loss of tension, hence a higher reading.

My speedometer on my 63 monza reads 60 when I'm only doing 48 or 50. I dont 
think this is the original trans. If it had a 3 spd manual instead, would it 
jive with the speedo m eter? I also have 75x13 instead of 85x13 's. My 65 is 
much simpler with the speedometer cable attached to the drivers wheel. Can I fix 
this? PS. I flunked physics
