If you do not remove the cylinder from the lack first, you will break
things with the Visegrips or other pliers.
Step 1, acquire key that fits lock.
2, insert key, turn to the left or CCW.
3, insert paper clip into small hole in lock cylinder face.
4, continue to turn cylinder CCW. The cylinder should pull out of the lock
assembly at this point.
5, With cylinder removed, unscrew the nut ring (pretty part holding lock to
dashboard).
