Typically, the damper doors will not be open at idle speeds.  Also, you 
would have to be REALLY FAST to bring a car down from highway speeds to 
complete stop and jump out of the car to go look at the damper doors before 
they close.

Also, typically the left side closes last - 1 because the oil cooler is on 
that side and 2 because the exhaust log is longer on that side.

If your right one was open, you probably have a failed thermostat on that 
side.
