<VV> another starter problem?

Maybe same problem as Ken Overby's.  Engine would not turn over.  Took starter out and turned fine. replaced in car and still not turning over.  Used remote  starter and auxiliary battery.  Still acts like car with very low battery.  At this point assuming starter solenoid or brushes bad.  Will try anther starter unless someone has better idea.  Note: car has not run for a year, but was running when parked inside and can turn engine by hand.  Any help appreciated.
 
Also looking for inside door panels for '61 Lakewood, red or white.  Same size as early 4 door.
