Joel, neon transformers are several thousand volts while fluorescent are maybe 300 volts.  The neon transformers are GFI now and much less prone to starting fires as well.

What is unsafe about the old transformers?  I've never had an old florescent 
light ballast catch on fire but I've has 2 of the newer electronic ballasts 
burst into flames.  I know they aren't the same but I would assume the 
technology is similar.
