This is why modern cars have ground wires, even the ones with metal taillight housings. Although no one uses them today. 
Always been my experience, bad grounds. Add a lead to the socket, and ground that sucker!!

If you have power and the bulb is good you probably have a bad ground. My
problem was between the socket and housing. I had to add a screw at that
joint to make the connection.
