<VV> Two Barrel Setup

A new club member recently bought a 65 110 car.  The previous had installed what looks to be the 2 two barrel Webers setup that Clark's used to sell.  The car idles at about 1100 RPM and doesn't have the vacumn advance hooked up.  I don't think this is correct.  Any one out there have experience with this set up and could provide some information? Thanks
