Many states now require a tire disposal fee. NY for instance. It is $5 per tire, and even if you don't drop any off, like cash and carry, they still charge the fee. It is revenue for the state, and goes into the general fund. Buy a new car, tire fee x 5, most small tires the same thing, including utility tires.

Get a refund...good luck with that.

By the way, my town takes up to 4 tires per month from residents, for free at the town hall.
