Another observation..Usually the long-term CA residence of a car means
little or no rust. However, as mentioned, a car could have come from a rust
bucket state back when. What hasn't been mentioned is there are cars that
lived near the coast, where salt air is not kind.. So be circumspect.
One other thing, if bringing a car from desert climes to more humid states,
the car will immediately flash rust on surfaces that were not rusted if bare
metal. In other words, clean and treat the metal and any rust. The car
should last a LONG time.. But do it immediately.

The "Black Plate" identifies a car that was originally registered in
California prior to the end Of 1969.  Or...if the car came to California
before the end of 1969.  It kind of eliminates the car that arrived from a
rust bucket state and tries to masquerade as a no rust California car.
However, the DMV is now issuing hobbyist black plates that can now be
registered to any car that could have had them originally.

Black plates with yellow letters/numbers were standard issue until 1970 in
California
