I’m not sure of your starting letters.  However I can tell you that my Corvair 
(in the family since new) was purchased in November 1964 in Orange County 
had a plate with the letter PCR.  FYI and YMMV.

2 things I notice: 1. The plate starts with a W. This came out I believe in 67? R was the 65 plate first letter. 2. The ad states car is near LAX. LAX is ON THE PACIFIC OCEAN. As Chuck points out, salt air is not good to cars. I found this out with a 66 Corvair 500 I bought in Santa Barbara about 100 yards from the ocean 35 years ago. If this is indeed a rust free car, probably worth the price. Looks good in the pictures.
