<VV> 1965 180 Question

Hi,

I've got a 1965 180 which I'm having an issue with and I need some advice.

>From about 3k - 4k rpm, the engine starts coughing and has a difficult time
gaining speed.  This happens in every gear and if I can get beyond 4k, the
acceleration picks up again in most cases.

It seems like it is either not getting enough gas or is getting too much.

I'm thinking I may need a carb rebuild, but I wanted to get other opinions
first.
