Funny I thought the same thing Jim. Then I sort of figured a "rest" light was a TEST light and "juice" was CURRENT. Get the wiring diagram and fault trace properly. You will probably find no current is coming thru the turn signal switch but this should be verified first before replacing parts. With the proper wiring diagram. I am sorry if this is not the answer you want to hear/read but it is what it is.
