Yes - But it takes some work. The upper outside diameter of the 1960  
cylinder (and through 64) is smaller than the ID of the 140 head location -  by a 
bunch. But by 1965, Chevy sold some replacement cylinders (early  diameter) 
with "ring/spacers" installed to take up the slack, so it  wouldn't be too 
hard to make some. I have seen several home-made versions, on  engines. In 
addition, if the engine builder wanted to, he could have easily  swapped to 
the 65-later cylinders. The interface at the bottom is the same for  all 
years. (The 64-later have cut-outs for the crank clearance, but that does  not 
affect the actual barrel/case interface). - Seth
