The throttle cable may have slipped so the carbs aren't opening all the way

 I have a 61 rampside with an 80hp engine.  It has petronix ignition.  It has
never been a powerhouse at 80 hp, but I could always take it on the highway
and get it up to about 65 mph.  It sat over the winter more than it should
have because it needed brakes, and I didn't have time to do it.  I finally
got time, and now the brakes are great, but the engine has no power.  The
acceleration is smooth.  There is no sputtering.  The vacuum is balanced at
the two carbs.  I put on a new fuel pump, thinking maybe this was a fuel
delivery problem, but that made no difference.  I checked all 6 cylinders,
and they all have spark.  If I rev it in neutral, it sounds like it always
did, smooth, no pinging, no sputtering.  The exhaust pressure feels the same
on both sides, so I'm not thinking this is a problem of one side vs.
another.

 

But the reality is that this vehicle now tops out at 30 mph.  It is running
smoothly at that speed, but that's all he's got.  It takes about 2 blocks to
get up to 30 mph too, which seems crazy to me.

 

Any thoughts on what I should check next?  If I have fuel, and I have good
air delivery, and I have good spark, what else is there to affect the power
of this vehicle?
