How about a plugged exhaust? A mouse house somewhere in the plumbing. What you describe is exactly how my Ford van behaved when the Cat plugged. It felt like the gas pedal wasn't connected to anything. Smooth and quiet, but dead.

Is the engine rpm right for 30 mph? At 60 it would be well over 3,500 rpm. How fast is the engine turning at 30? As others said--check the brakes (including parking brake) and for wide open throttle at the carbs with accelerator pedal fully depressed.
