On a PG, just look in the big air hole (behind right rear tire) at the ring
gear. You can have someone turn the crank with a wrench, or just use a
screwdriver/pry bar on the teeth through that hole.

While it may be the starter -- anything from a broken nose to ?, check the
ring gear on the torque converter carefully.  It may have lost a tooth or
three.  PG ring gears have this problem....  It happened to a local club
member and we ended up changing out the torque converter.

(You'll need to pull the starter and look in the mounting hole to see the
teeth.  It helps if someone else can rotate the engine with a wrench while
you are watching the ring gear.)
