Actually, a good sharp tungsten carbide drill should do it. Go slow, lots of lube, etc.

Given those constraints, take it to a machine shop and have them burn it 
with an EDM.  That is probably your only choice.

I would like to put a 1/16th inch hole in a piece of 3/16ths hardened steel. 
Drilling doesn't touch it.  I would like the hole to be neat and don't want 
to use a torch.
Anybody have any suggestions?
