If the engine has never thrown a belt because that guide is missing, then you probably don't need it. 
Recently I removed the lower guide on my 110 engine (in a '64 Monza) because it was in the way when I needed to loosen the idler pulley to replace a belt. That belt had been thrown off and frayed, even with both guides in place. So I figured I didn't need the lower one, anyway.
