As I recall, all the switch controlled fuses are fed by a single wire from
the ignition switch and the split to each individual fuse is inside (behind)
the fuse block. If some of them are powered and others not, the problem has
to be in the block. Possibly the conductor to the wiper fuse has broken
loose and come in contact with one of the always hot points in the fuse
block. The radio/blower remaining hot after unplugging the ignition switch
would tend to confirm this.

I have a 1966 PG Coupe with factory air conditioning that is experiencing an
unusual electrical issue. The ignition switch will not control (shut off)
the air conditioning fan or the radio when the switch is in the "off"
position. In addition, the all power has been lost at the fuse block for
the windshield wiper/washer (the last position on the block). I have tested
the fuse block with a VOM and found voltage at the top and bottom of each
fuse, all have power regardless of switch position, except for the
wiper/washer switch. Any thoughts will be appreciated.

First unplug the ignition switch and recheck all the voltages. Then, using
your wiring diagram.... jump 12+ to the individual circuits
