First thing I'd do is recheck the connection between the socket and lamp 
housing.  I've seen more trouble there than at the bracket/panel.  If you 
confirm the original location, I'd go with clean/sharpen.  Finding/cleaning 
a location to ground the wire will be as much or more work than cleaning the 
original ground.

I'm having a ground issue with my 1962 Monza Coupe. I can either install a
ground wire, through the grommet and connect to to a good ground, or I can
strip away (using a heat gun) the undercoating from around the taillight
housing and 'sharpen' the bracket holding points so that the taillights get
a better ground connection.

What options have other list members explored and what recommendations can
you make?
