Maybe they should add a third brake light  mounted high in the center. 
Probably couldn't get the manufacturers to go along with that.

With all the issues of distracted drivers I got to thinking about stop
lights at night--all they are is a change in intensity. If the following
driver looks away, you apply the brakes, he/she looks back and there
really is not anything obvious (I guess the brain is supposed to
remember how bright they were). Perhaps something with flashing?
