Frank is correct.  Brake shoe material makes a world of difference.  I fixed a no stop issue on my '66 earlier this year with different shoes.  The ones that wouldn't stop were new.  They came on the car and I replaced them with some I took off for a disk conversion so unfortunately I don't know what brand either set were.  The bad ones were a very dark color and the good ones were tan.

 Why turn the drums? Were they scored really bad? Only turn drums IF
there is a problem. The larger you turn the drums, that harder it is to
get the shoes to fit. Place the new shoes in the drum and see what the
contact area is like. You can sand the shoes to fit, known as arcing the
shoes back in the old days. Usual warnings of getting crap in lungs/not
good!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Use safety
equipment.

What brand of shoes did you buy? People on corvaircenter forum are
complaining of new hard brake shoes.
