<VV> cooling question

I have a question.  Is there a "rule of thumb" for how many broken fins are allowed on cylinders for them to still be acceptable to use?  I've disassembled a parts engine and found a couple of cylinders with minor damage.  I'm wondering about this because internally they show very minimal wear and i'd like to re-use them, if possible.
