David Malcolm is correct.  I think the 4 way flasher on the 69s is the one just under the dash (easy to access).  I remember this from my 69 Monza, #5056.

I'd replace the turn signal flasher (the one way up under the dash) and see if that makes a difference.  I had the same problem on my 66 and it turned out to be the flasher.
