<VV> Actual location of fuse holder 1965 factory A/C

I am looking to find the location of fuse holder of the AGC 15 fuse that is used for the 1965 Factory A/C system that is described as "in area of ignition switch" (not true) in the 65 chassis manual and the owners manual, and is shown on the A/C wiring diagram (fig 60) connected to the Relay Asm. but I have not yet located the relay...and it is not listed in the 1976 version of the chassis and body parts catalog....the 61-64 relay is listed 9.277 (GM 1365166)

The location of the relay is not specified, and the colors of the wiring are not consistent between shop manual and owners manual.  The 1966 and later A/C cars have a fuse in the main fuse block, but not the 1965.  If you have dealt with this it would be appreciated if you would share the knowledge.
