Since the vehicle is new to you, do some close inspection for modifications. 
Somebody could have added a setscrew or done something even goofier.

Penetrating oil at the base + heat using an *electric heat gun*.  Vairy
cheap at Harbor Freight.
I never use an open flame when working around a fueled engine, or even one
I have sprayed flammable  liquids on!
