I believe the reason is that a slight negative pressure will keep fumes inside the fuel system.  Of course, some will come out when you remove the cap to fill the tank but you do what you can do.

Some modern cars seem to run with a partial vacuum in the tank, for reasons which I don't begin to understand. Yet another reason for not buying a new car.
