<VV> stuck horn

The horn button on my 1966 Corsa with a telescopic steering wheel has been
unintentionally sounding off. I pulled the button out and thought perhaps
the plastic insulator ring was dislodged so I glued it to the button but
still didn't correct the problem. Any suggestions would be appreciated?
