I'd imagine the transmission's parasitic friction drag along with the
back brakes maybe dragging slightly would enable the low gear's
reduction to "overpower" these frictional drags and turn the tires...
when the transmission is in drive, combined with the lessened low rpm
coupling in the higher stall speed converter, would not provide enough
umph to overcome the downstream frictions and drags etc. ...? Hope
that makes sense.
