 Why not go all the way with Chrysler Sebring seats. You get a power seat on the drivers' side as well as shoulder belts built into the seat. If you need to build brackets, go all the way. Way lighter as well. If you are really ambitious, the back seat works well. Shoulder belts back there too.

No.  He would have to source the inboard mounts from a scrap car or have them fabricated.
