Then the circuit from there to the dashboard light is GOOD.

YES

"Why is the bulb not lit in the ignition ON position?"

Because either the switch is bad or the short length of wire between the 
switch and the split is bad, 99% of the time it is the switch. Simple 
test, ground the terminal of the switch.
