He's replaced the carbs, plugs, and wires - all from Clark's. The van had a Pertronics looking unit; but it does not have full 12 volts (I don't know offhand whether its a I or II). It started easily and ran smoothly.
Today we replaced the leaking balance tube hoses and the the base of the leaking fuel pump. Went through the carb initial set-up and balancing.
Timing (steel pulley) was very advanced (guessing 25° BTDC); reset to 13° BTDC. Engine now much harder to start; so reset to about 20°BTDC.
While driving, it still has the same tip-in issue. I don't think it's the carbs (because it's acting the same way it did with the old carbs).
