<VV> New Corvair owner in mid-FL needs some help

Just checking to see if there is someone who could help out or provide some information to a place that can. There is a newish LM 110 owner in the St. Pete/Clearwater area who can't seem to find anyone to adjust his new carburetors. Our complicated discussions (he's not otherwise a car guy) led me to believe that the chokes are not adjusted or hooked up correctly. Said he has been to 5 different repair shops including a carburetor joint without being able to find someone to help. The car starts and drives but bogs/surges when going for power. The person who installed them for them said they didn't have any idea about the chokes. A quick look-see will probably show an obvious glitch. If you can help with a fix or referral to a place that can in the area, please drop me a reply.
