Steve has some good points. A lot of the people out east may not understand the the real midwest. A good example is New Mexico, CNM in Albuqurque is the only club. From Albuqurque it is 300 miles to the corners of the state, with mountain ranges and snow in the winter. Colorado has 2 clubs, that are about 70 miles apart and both on the front range, (I belong to both of them). Anyone want to drive highway 50/70 from Montrose or Grand Junction for a couple hundred miles in the winter to participate at a club meeting. A lot of Nebraska and Kansas are closer to Denver than to Whitata or Kansas City. That could be 300 miles or more. It isn't practical to expect a person 300 miles from the nearest club to belong although a lot do. Maybe a rule that anyone with in 30 miles of a chapter has to belong, but I'm not for anyone who belongs to CORSA to belong to a chapter.
