[FC] re-assembly problem (?)

I think I know the answer already; but I thought I should consult the
experts. I replaced the blower bearing assembly on my 110hp motor. I took off the
right carb to get the housing off. After getting everything back together, the
motor has no power, and sputters and balks under load. It idles fine, even revs
fine. I think that I have one carb working and one not.
Here's the weird thing; While the motor was idling, I sprayed carb
cleaner into the carbs, the carb that I didn't remove had almost no effect on idle
when I sprayed cleaner into it. When I sprayed into the carb I removed, the
engine almost dies. There is suction on both carbs; and gas to both, and I went
through the carb syncro procedure as stated in "How to keep your Corvair
alive". Could it be something with the choke? Any help?
