sounds like a bad ground on the side that is out.  check the socket spring 
pressure  to the bulb (you can buy just the pigtail with contacts from local 
napa or such ) and just disturb the socket mounting screws to improve the gound.  
this all can be checked easily enough with a test light, i would do both 
sides with a cleanup of the mounting screws and grease or anti seize on them.  
sometimes the rubber boot on the pigtail wires hardens up and wont let the sprin 
work.  a small amount of blaster or wd40 at the boot helps this.  it is a 
quick job to remove each assembly and check them out.  there is a plug on each 
about 6 inches from the light (another place to look carefully for corrosion.)
the mod you speak of is at the headlight switch. it is in the tech guide , or 
i have it somewhere on my very busy puter if you cant come up with it.
