Sure, it can be a concealment tactic, it could also be someone just sanded
off some surface rust and poof canned some primer on it.
Could also be someone's abandoned project.
Got so far before running out of time and money.
Many reasons for it.

Also, some like the primer look.
Like a traditional Street rod, or even a rat rod look.

See a lot of cruisers out there that go the minimalistic route.

Gary Swiatowy

Guys
During my spare time I look at old car ads on Craigslist. Many times I see
old cars, including Corvair cars and FC's that are in flat black or a dark
grey primer. Other than the primer there appears to have been nothing else
done to the car, and it is more and more common. My cynical nature tells me
it is a "concealment tactic", but I have been accused of being a pessimist.
Anyone?
