[FC] Phone Co 1963 Corvair Rampside

I don't understand, what relief for a 164 crank? What does not match on the
cylinders? They look the same to me. Yes, it is a bolt, the hex is visible
from the thread side and it was loose, I removed it with my fingers.
Please some further advice or clarification on my engine!
I contacted a machine shop today and intend to remove the heads to send out
tonight.
