You need to ground not just the aluminum housing but the socket that the bulb goes into. Corrosion builds up between the steel and aluminum and does not pass electrons very well. So ground the socket and see what happens. You can even do that temporarily with a srew driver placed next to the socket and on the housing and twist just a little bit.

With the bulb working the way you mentioned it is a ground problem. The parking lights are grounding through the brake system until you put the brakes on or turn that signal on.

o worky!
witched housing and grounded with a separate wire and still to blink.
hecked fuses
isconnected at clip to housing and put a test light on the purple wire 
nd it *did not *blink.(left side does).
With running lights on it is brighter that the left side indicating it 
ight be grounding out somewhere back through the harness?.  Is there a 
ocation I should be checking for this?
