Ahhhh, yes,  there is one on my '63.  I never would've guessed!  It is down 
and pounded in by the stop bolt but can be bent back OK, I'd guess.
Thanks for the pictures which were worth the usual thousand words.

A difference between Standard and Deluxe?

Mine is a Standard '61.

I got so curious that I went to the rental garage where the Ramp is stored 
and took a couple of pictures.  It does NOT have a latch, but maybe it once 
did?  There is a bracket with a slot in it at the bottom corner of the seat 
back (driver side) which does not seem to have any real function.  Maybe 
that is the remnants of what was once a latch?
