Daniel:

I am uncertain to the exact problem with the secondary carb.  You said
the rod (shaft?) to the throttle plate is worn and then you said
something about drilling out the rivet.  If it is the former there are
kits to replace worn throttle shafts or sealing them with external "O"
rings.  It is not an easy job as the throttle plate has to come out first
but no drilling out of the rivet.  It would probably be easier to get a
replacement carb base/bowl and fix yours later.  When you mentioned
drilling out the rivet it made me wonder whether the arm to the throttle
shaft is lose and not the shaft in the carb.  If it is a lose arm I have
had success with epoxy.

Yes, you can convert a primary carb to a secondary.  There are a couple
of options.  One, just put it on as is and lock open or remove the choke
plate.  Some people take the accelerator plunger cup off but leave
everything else in place as you will need the spring under the acc
plunger to help keep the throttle shaft closed at idle.  You can also
screw down the idle jet to shut it off.

I get, on the highway, about 60 miles to a quarter of a tank.  

Not sure what might be wrong with the tach but the easiest thing to due
is to make sure that you have a good ground to the instrument panel
