I'll comment that part of that is if there's no planned outing and most 
folks aren't going to wander around when they don't know how far away 
things are.

At the International the tours are typically well attended, in many 
cases they sell out.  I think with a shuttle schedule to the outlets 
and/or downtown we'll see some folks head out for a while.
