[SCG] Seat Belts - an aside

The laws (effective dates) varied by state in those early years and probably 
still do (wording) to some extent.

The interesting thing that I once found in IL law (may have changed by now) 
is the seat belt does NOT need to be buckled when in reverse gear.  So, if 
you back into the street and get tagged for no belt, check the law about 
being in reverse in your state.
