[SCG] Idler Pulley Bracket Attaching Hardware Questions

After taking a walk I see I need to change my replies to this question.

I now see threaded rod as a pivot on several examples.

The first is an engine that came out of a 63 convertible, a GM 
replacement engine, with the side hole for FC oil stick installation. 
Probably installed in the late 60s, car was totalled in the early 70s.

The other two examples are 1966 factory AC cars, one 95, the other 110 
HP. Both of these have studs in both locations.
