The DOT required all cars in the US in model year 1968 to have full lighting 
all around. The parking lamps stayed lit in the event the headlamp on one side 
failed. Oncoming traffic would not be fooled into thinking the oncoming 
vehicle was a motorcycle. In the same passage of law shoulder belts became 
mandatory as a two part system.
